Launching Summer 2025, the Neighborhood Autonomous Vehicle Innovation (NAVI) service will operate the first phase of the Ultimate Urban Circulator (U2C) program known as the Bay Street Innovation Corridor (BSIC) a program seamlessly integrating AVs into Jacksonville’s mobility network.

  • Offers a convenient, accessible transportation option for residents and visitors exploring Downtown Jacksonville

  • Provides access to additional transportation options by connecting to the local and regional mobility extensions

  • Supports Downtown revitalization by connecting residents and businesses through the 12 stops along Bay Street to the Sports and Entertainment District

NAVI will be the first fully autonomous public transportation system network in the United States. This service will operate along a 3.5-mile route through Downtown Jacksonville linking key areas from the Central Business Core to the Sports & Entertainment District.

NAVI supports the vision of a vibrant urban core. In subsequent phases, the U2C will extend into adjacent neighborhoods to create a better-connected Downtown Jacksonville.
